    The ecology and conservation of Cuba’s coastal and marine ecosystems

    Cuba has some of the most well-protected coastal ecosystems in the Caribbean Sea, with strong marine policies and legislation, including a system of marine protected areas intended to cover 25% of its insular shelf. The “crown jewel” of the system, Jardines de la Reina National Park, has near pristine levels of apex predators and well-preserved coral reefs. Yet overfishing, illegal fishing, land-based pollution, and global changes, including increased bleaching events and more intense hurricanes, are widespread stressors and major threats to marine ecosystems. Limited resources have hindered Cuba’s ability to address these threats. Despite having numerous shared species and resources with the United States, the political division between the two governments has resulted in limited transfer of scientific information. At the end of 2014, the Obama and Castro administrations announced that they would begin improving relations after an approximately 50-yr gap that followed the US embargo of 1962, presenting an opportunity for more scientific exchange and collaboration in environmental management. This special issue of the Bulletin of Marine Science celebrates Cuban marine science and conservation efforts, while recognizing that improved relations and increased tourism and trade could put some natural areas at risk. Joint research shows promise that Cuba, the US, and other countries can work together on regional conservation efforts

    Coaches attitudes about returning to play in youth and varsity sports post- COVID-19

    BACKGROUND: One industry affected by the COVID-19 mandated social distancing policies is sport. In the wake of pressures to return to some normalcy, sport leagues have begun a return to play, many of which include regulations additional to the typical athlete and fan experience. Youth, Middle School, and High School sport leagues are of specific interest in America given the currently inconclusive national plan for returning to face-to-face instruction of students at schools. PURPOSE: The current goal is to identify the perceptions and experiences of current sport professionals throughout the country regarding a return to play. METHODS: The participants of this study were 181 Youth and High School Sport Coaches of various sports. The sample contained males (n = 123) and females (n = 58). The age of respondents ranged from 20 or more years of age. A return to play questionnaire was created and used to collect data for this study. The survey consisted of 12 yes or no questions regarding a return to play during the pandemic, with an opportunity for an open-ended explanation for each. Statistical methods employed to conduct data analysis included frequencies to determine percentages. A crosstabs analysis and Pearson Chi-Square tests of association were utilized to identify statistical significance within the variables. FINDING: No statistically significant association was found at the p ≀ .05 level between age or years of coaching experience and any response to a yes/no question. Percentages for high school coaches who responded "Yes" to each question are presented. Due to the wide variety of responses in these open-ended explanations, statistical expressions were not conducted, and an inclusive list of explanations for each question is provided. CONCLUSION: While the research result is unclear, the information obtained from coaches in the current study presents a small illustration of the current perceptions of athletic leaders in this region regarding the return to play of youth sport coaches and their respective schools' policies

    The Whale Pump: Marine Mammals Enhance Primary Productivity in a Coastal Basin

    It is well known that microbes, zooplankton, and fish are important sources of recycled nitrogen in coastal waters, yet marine mammals have largely been ignored or dismissed in this cycle. Using field measurements and population data, we find that marine mammals can enhance primary productivity in their feeding areas by concentrating nitrogen near the surface through the release of flocculent fecal plumes. Whales and seals may be responsible for replenishing 2.3×104 metric tons of N per year in the Gulf of Maine's euphotic zone, more than the input of all rivers combined. This upward “whale pump” played a much larger role before commercial harvest, when marine mammal recycling of nitrogen was likely more than three times atmospheric N input. Even with reduced populations, marine mammals provide an important ecosystem service by sustaining productivity in regions where they occur in high densities

    Economics of Robust Surveillance on Exotic Animal Diseases: the Case of Bluetongue

    Control of emerging animal diseases critically depends on their early detection. However, designing surveillance programs for exotic and emerging diseases is very challenging because of knowledge gaps on the probability of incursion and mechanisms of spread. Using the example of Bluetongue Virus, which is exotic to the UK, we develop a metapopulation epidemic-economic modelling framework that considers the incursion, detection, spread and control of a disease in a livestock production system composed of heterogeneous subpopulations. The model is then embedded in an information gap (info-gap) framework to assess the robustness of surveillance and vaccination policies to unacceptable outbreaks losses and applied to the case of Bluetongue in the UK. The results show that active reporting of suspect clinical signs by farmers is a very robust way to reduce unacceptable outcomes. Vaccination of animals in high risk regions led to robustly protective programs. If vaccines are not available, surveillance targeted to the high risk region is very robust even if the extent of the high risk region is not known and effectiveness of detection is very low.     Cuban Land Use and Conservation, from Rainforests to Coral Reefs

    Cuba is an ecological rarity in Latin America and the Caribbean. Its complex political and economic history shows limited disturbances, extinctions, pollution, and resource depletion by legal or de facto measures. Vast mangroves, wetlands, and forests play key roles in protecting biodiversity and reducing risks of hazards caused or aggravated by climate change. Cuba boasts coral reefs with some of the region’s greatest fish biomass and coral cover. Although Cuba has set aside major protected areas that safeguard a host of endemic species, its environment is by no means pristine. Its early history is one of deforestation and agricultural production for colonial and neo-colonial powers. Using remote sensing, we find Cuba’s land today is 45% devoted to agricultural, pasturage, and crop production. Roughly 77% of Cuba’s potential mangrove zone is presently in mangrove cover, much outside legal protection; this is likely the most intact Caribbean mangrove ecosystem and an important resource for coastal protection, fish nurseries, and wildlife habitat. Even the largest watersheds with the most agricultural land uses have a strong presence of forests, mangroves, and wetlands to buffer and filter runoff. This landscape could change with Cuba’s gradual reopening to foreign investment and growing popularity among tourists—trends that have devastated natural ecosystems throughout the Caribbean. Cuba is uniquely positioned to avoid and reverse ecosystem collapse if discontinuities between geopolitical and ecosystem functional units are be addressed, if protection and conservation of endemic species and ecosystems services accompany new development, and if a sound ecological restoration plan is enacted

    A metapopulation model for whale-fall specialists: The largest whales are essential to prevent species extinctions

    The sunken carcasses of great whales (i.e., whale falls) provide an important deep-sea habitat for more than 100 species that may be considered whale-fall specialists. Commercial whaling has reduced the abundance and size of whales, and thus whale-fall habitats, as great whales were hunted and removed from the oceans, often to near extinction. In this article, we use a metapopulation modeling approach to explore the consequences of whaling to the abundance and persistence of whale-fall habitats in the deep sea and to the potential for extinction of whale-fall specialists. Our modeling indicates that the persistence of metapopulations of whale-fall specialists is linearly related to the abundance of whales, and extremely sensitive (to the fourth power) to the mean size of whales. Thus, whaling-induced declines in the mean size of whales are likely to have been as important as declines in whale abundance to extinction pressure on whale-fall specialists. Our modeling also indicates that commercial whaling, even under proposed sustainable yield scenarios, has the potential to yield substantial extinction of whale-fall specialists. The loss of whale-fall habitat is likely to have had the greatest impact on the diversity of whale-fall specialists in areas where whales have been hunted for centuries, allowing extinctions to proceed to completion. The North Atlantic experienced dramatic declines, and even extirpation, of many whale species before the 20th century; thus, extinctions of whale-fall specialists are likely to have already occurred in this region. Whale depletions have occurred more recently in the Southern Hemisphere and across most of the North Pacific; thus, these regions may still have substantial extinction debts, and many extant whale-fall specialists may be destined for extinction if whale populations do not recover in abundance and mean size over the next few decades. Prior to the resumption of commercial whaling, or the loosening of protections to reduce incidental take, the impacts of hunting on deep-sea whale-fall ecosystems, as well as differential protection of the largest whales within and across species, should be carefully considered

    Taste Neophobia and c-Fos Expression in the Rat Brain

    Taste neophobia refers to a reduction in consumption of a novel taste relative to when it is familiar. To gain more understanding of the neural basis of this phenomenon, the current study examined whether a novel taste (0.5% saccharin) supports a different pattern of c-Fos expression than the same taste when it is familiar. Results revealed that the taste of the novel saccharin solution evoked more Fos immunoreactivity than the familiar taste of saccharin in the basolateral region of the amygdala, central nucleus of the amygdala, gustatory portion of the thalamus, and the gustatory insular cortex. No such differential expression was found in the other examined areas, including the bed nucleus of stria terminalis, medial amygdala, and medial parabrachial nucleus.     Differentiating the Democratic Performance of the west

    Abstract. It is a commonplace of comparative politics that the democratic performance of the established democracies of the West is both uniform and superior to that of other democracies across the globe. This commonplace both reflects and reinforces the mainstream measures of democracy, like those of Freedom House or Polity III, that fail to differentiate the democratic performance of the West. This article examines this commonplace by deploying the measures of democratic performance contained in the newly constructed Database of Liberal Democratic Performance, and uses descriptive statistics (means and variance) to compare the performance of individual Western democracies, as well as the West overall with the 'rest'. The Database is designed to capture a wider normative range of performance than the mainstream measures, and shows that the performance of the West is neither uniform nor superior in every respect, especially with regard to civil and minority rights. These findings are explored and confirmed by comparative case studies of minorities in the criminal justice systems of those Western democracies that tend to perform worst in this respect. In conclusion, it is suggested that the findings may begin to change the way we view the relationships between economic growth and democracy, political culture and democracy, and even constitutional design and democracy
